1. Mariners are advised that diving operations will take place in Chichester Harbour between 1000 and 1300 on Tuesday 30 June 2009.
2. Diving will centre on the Treloar Hole, opposite West Winner Beacon in position:
50º 46´.89 N 00º 56´.05 W
3. Diving operations will be undertaken from Wittering Diver’s 8-metre RIB, Big Blue 2, which will maintain a listening watch on VHF channels 14 and 16.
4. The dive vessel will display the international “A” flag, which means, “I have a diver down; keep well clear at low speed.”

1. Mariners are advised that a programme of beach nourishment work will commence Wednesday 17 June 2009, or soon after, and will continue for 2 months.
2. Material dredged from offshore sites will be, “Rainbowed,” onto the Hayling Island beach front along the Eastoke Peninsula, as part of Havant Borough Council’s Beach Management Programme.
3. The work will be undertaken by the trailing suction hopper dredger, Sospan Dau (LOA 71m), which will be operating 4 hours either side of high water, throughout the 24 hour period.
4. The Dredger Approach Route to the beachfront will commence west of West Pole Beacon and follow the approximate route: -
50º 45'.41 N 00º 57'.30 W
50º 45'.94 N 00º 57'.57 W
50º 46'.65 N 00º 57'.30 W
The dredger will then travel parallel with the beach to the discharge point. The return journey to the dredge area will follow a reciprocal route.
5. Between operations Sospan Dau will anchor in position:
50º 43'.30 N 00º 59'.10 W
6. An alternative anchorage in the Emsworth Channel, Chichester Harbour, has been nominated for weekday use during the month of June, in position:
50º 48'.13 N 00º 56'.50 W
7. During operations Sospan Dau is designated as a vessel restricted in its ability to manoeuvre.

Mariners are warned not to land on Pilsey Island between sunrise and sunset on 17 March 2009 and to keep a listening watch on Channel 14 for further safety advice.

Mariners are advised that the shingle beach on Hayling Island immediately north of Eastoke Point in the entrance to Chichester Harbour periodically forms a spit that extends into the channel. This spit now extends into the channel beyond the transit of West Pole Beacon and the Bar Beacon and mariners transiting the area are advised to give Eastoke Beacon a berth of 75 metres.

1. Mariners are advised that a maintenance dredge of Northney Marina is due to commence Tuesday 20 January 2009. The dredged material will be disposed of at the Nab Tower Spoil Grounds.
2. Dredging will be undertaken by the 22m backhoe dredger Witton Two, which will be towed to the site by the 20m tug Wyeforce.
Dredged material will be transported for disposal in the split hopper barges Split Two (42m) and Split Three (52m)
3. Mariners are requested to give these vessels a wide berth in the confined waters of Chichester Harbour
4. These works are expected to continue for three weeks and a further notice will be issued on their completion.
5. Mariners should be aware that a dredge of Emsworth Yacht Harbour is running concurrently, LNTM 18 of 2008 refers.

2/00 Chichester Harbour - Speed of Vessels
Attention is drawn to the speed limit of 8 knots which is in force for the whole of Chichester Harbour. Attention is also drawn to Chichester Harbour Byelaw No. 4. Maximum fine - £2,500. ‘The Master of a vessel navigating the harbour shall navigate the vessel with care and caution and in such manner as shall not cause annoyance to the occupants of any other vessel or cause damage or danger to any other vessel or to any moorings or other property’.
Vessels navigating within mooring areas shall take particular care to comply with Byelaw No. 4 by:
a) reducing their speed so as not to cause undue wash;
b) not overtaking in mooring area fairways, if such overtaking action shall place the two vessels abreast of any vessel or vessels navigating the fairway in the opposite direction;
c) furling spinnakers in plenty of time in adverse weather conditions, before reaching the moorings - this is particularly applicable to large vessels, which should be under power at busy periods;
d) using the main channels and not navigating between the lines of moorings, whenever possible.
3/00 International Regulations for Preventing Collisions
Under Byelaw No. 10, these regulations apply to the harbour and to vessels navigating therein. The maximum fine for contravention is £1000. Because of the considerable traffic in the harbour, mariners are to pay particular attention to:-
a) keeping to the starboard side of the channel
b) reducing speed and if necessary altering course in plenty of time if the giving way vessel;
c) if under power and sail displaying a black cone point down.
4/00 Prohibited Anchoring
Anchoring is prohibited in or near mooring areas or in the vicinity of navigation and racing marks. Vessels are not to anchor in the centre of channels and are to exhibit a black ball or white light. Vessels are not to be left unmanned at anchor for periods of more than four hours (Byelaw No. 12).
5/00 Improper Use of Distress Signals
In the interests of safety the attention of all yachtsmen and other harbour users is drawn to Chichester Harbour Conservancy Byelaw No. 23. Persons wishing to organise firework displays etc. within the harbour are advised to seek permission from the Manager and Harbour Master, Harbour Office, Itchenor, who will in turn advise coastguards, Police, Rescue and other interested authorities of any approval which may be given.
6/00 Vessels Landed Waste Reception
Mariners should note that free reception facilities for solid and liquid waste as defined by MARPOL regulations exist at, or close to, all mooring areas and marinas. Recycling reception facilities exist at:-

2. Emsworth - South Street and Palmers Road
The Conservancy operates a waste management plan which lists waste reception facilities throughout the harbour and monitors the adequacy of provision. Any enquiries regarding waste facilities should be directed to local mooring providers or to the Harbour Office. It is a serious offence to discharge waste at sea or into harbour waters.
4/02 Kite Surfing - Chichester Harbour
Pending the introduction of a new byelaw, kite surfers are advised that they may be directed, under Sections 4 and 89 of the Chichester Harbour Conservancy Act 1971 and Section 52 of the Harbours Docks and Piers Clauses Act, to stop kite surfing within the limits of Chichester Harbour, by Officers of the Chichester Harbour Conservancy.
It has been assessed that kite surfing is incompatible with the safety and enjoyment of the other 9,000 vessels which regularly use Chichester Harbour. The new byelaw will aim to control this activity.
3/05 Reduced Depths in East Head Anchorage Chichester Harbour
1. Mariners are advised that continued accumulation of sand along the north shore of East Head has reduced depths in the East Head anchorage.
2. East Head Spit Buoy has been moved 20 metres north to a new position:
50° 47´.409 N, 00° 54´.898 W. (WGS 84).
3. Mariners are further advised that the eastern edge of the Chichester Channel from the entrance to Snowhill Creek to Ella Nore Spit has become shallower and subject to shoaling.
2/06 Safe Use of Tenders
Chichester Harbour Conservancy recognises that persons using tenders are responsible for their own safety but it is concerned that some may be taking unnecessary risks. Chichester Harbour Conservancy recommends that:
All persons in tenders wear lifejackets.
Tenders are not overloaded.
Weather, sea and tidal conditions are properly assessed.
Tenders carry a torch at night.
Tenders carry a means of summoning assistance.
Tenders are not used by persons under the influence of drink or drugs.
13/08 Installation of New Navigational Beacons in the Approaches to Chichester Harbour
1. Mariners are advised that work to replace and reposition the beacons marking the approach to Chichester Harbour is now complete.
2. The old West Pole pile has now been removed.
3. The new West Pole and Bar Beacons are both operational as follows:
West Pole Beacon in position 50º 45´.45 N, 00º 56´.59 W, a tripod structure topped with a red can, designated as a port hand mark. This beacon displays the light character Fl.R.5s14m7M.
Bar Beacon in position 50º 46´.023 N, 00º 56´.380 W, a single pile surmounted by a red can, designated as a port hand mark. This beacon displays the light character Fl(2)R.10s10m4M.
4. Both of the old beacons have now been removed.

18/08 Dredge and Beneficial Disposal
1. Mariners are advised that a maintenance dredge of Emsworth Yacht Harbour will commence Monday 8 December 2008. The dredged material will be towed in 27- metre split hopper barges by the 23-metre MV Datchet.
2. The dredged material will be released in the Treloar site in the harbour entrance in position: 50° 46´.895 N, 00° 56´.050 W
Disposal of dredged material will take place during the period HW –6 hours to HW –2 hours and will follow the tides through the full 24 hour period.
3. The towing and towed vessels will display the lights prescribed by the collision regulations. The tows may be alongside or astern. MV Datchet will maintain a listening watch on channels 16 and 14
4. A mooring for MV Datchet has been laid in the Emsworth Channel in approximate position: 50° 49´.3 N, 00° 56´.8 W. This vessel is now on site.
5. These works are expected to continue for six weeks, a further notice will be issued on completion.
