Coastal Defence work at Medmery (Selsey), West Sussex Carried out under MMO Licence L/2011/00170

1. Mariners are advised that coastal defence works have commenced around location: 50° 44.50N – 00° 50.00W

2. It is expected that the operation offshore will take a further 2 months to complete. All marine equipment will depart on completion of the works.

3. The works will include transhipment of rock boulders offshore and towage movements to the beach. The main rock barge will be anchored in the vicinity of location: 50° 43.30N – 00° 51.20W. All vessels will be lit in accordance with international regulations. The transhipment will take place to the smaller Charlie Rock which will bring the boulders to the shore. The Charlie Rock will be towed by the tug Grey Test or Afon Ligwy or Handfast.

4. Mariners are advised to keep safe distance from the towing vessels as there will be towing gear stretched between the barge and the tug. The tug and barge will display all required ‘under tow’ lights and flags.

2/00 Chichester Harbour - Speed of Vessels
Attention is drawn to the speed limit of 8 knots which is in force for the whole of Chichester Harbour. Attention is also drawn to Chichester Harbour Byelaw No. 4. Maximum fine - £2,500. ‘The Master of a vessel navigating the harbour shall navigate the vessel with care and caution and in such manner as shall not cause annoyance to the occupants of any other vessel or cause damage or danger to any other vessel or to any moorings or other property'.

Vessels navigating within mooring areas shall take particular care to comply with Byelaw No. 4 by:
a) reducing their speed so as not to cause undue wash;
b) not overtaking in mooring area fairways, if such overtaking action shall place the two vessels abreast of any vessel or vessels navigating the fairway in the opposite direction;
c) furling spinnakers in plenty of time in adverse weather conditions, before reaching the moorings - this is particularly applicable to large vessels, which should be under power at busy periods;
d) using the main channels and not navigating between the lines of moorings, whenever possible.

3/00 International Regulations for Preventing Collisions
Under Byelaw No. 10, these regulations apply to the harbour and to vessels navigating therein. The maximum fine for contravention is £1000. Because of the considerable traffic in the harbour, mariners are to pay particular attention to:-
a) keeping to the starboard side of the channel
b) reducing speed and if necessary altering course in plenty of time if the giving way vessel;
c) if under power and sail displaying a black cone point down.

4/00 Prohibited Anchoring
Anchoring is prohibited in or near mooring areas or in the vicinity of navigation and racing marks. Vessels are not to anchor in the centre of channels and are to exhibit a black ball or white light. Vessels are not to be left unmanned at anchor for periods of more than four hours (Byelaw No. 12).

5/00 Improper Use of Distress Signals
In the interests of safety the attention of all yachtsmen and other harbour users is drawn to Chichester Harbour Conservancy Byelaw No. 23. Persons wishing to organise firework displays etc. within the harbour are advised to seek permission from the Harbour Master, Harbour Office, Itchenor, who will in turn advise Coastguards, Police, Rescue and other interested authorities of any approval which may be given.

4/02 Kite Surfing - Chichester Harbour
Kite surfers are advised that they may be directed, under Sections 4 and 89 of the Chichester Harbour Conservancy Act 1971 and Section 52 of the Harbours Docks and Piers Clauses Act, to stop kite surfing within the limits of Chichester Harbour, by Officers of the Chichester Harbour Conservancy.
It has been assessed that kite surfing is incompatible with the safety and enjoyment of the other 9,000 vessels which regularly use Chichester Harbour.

2/06 Safe Use of Tenders
Chichester Harbour Conservancy recognises that persons using tenders are responsible for their own safety but it is concerned that some may be taking unnecessary risks. Chichester Harbour Conservancy recommends that:
1) all persons in tenders wear lifejackets;
2) tenders are not overloaded;
3) weather, sea and tidal conditions are properly assessed;
4) tenders carry a torch at night;
5) tenders carry a means of summoning assistance;
6) tenders are not used by persons under the influence of drink or drugs.

18/09 Vessel Landed Waste Reception
Mariners are advised that reception facilities for vessel landed waste are located at, or close to, all mooring areas and marinas within Chichester Harbour.

Chichester Harbour Conservancy administers a Port Waste Management Plan on behalf of all waste facility providers in the harbour and this document can be viewed at www.conservancy.co.uk
This document details the location and types of waste collection facilities including recycling facilities. Any enquiries relating to waste facilities should be directed to the local mooring provider or to the Harbour Office. It is a serious offence to discharge waste at sea or into harbour waters.

06/11 Changs to Racing Marks in Hayling Bay & Bracklesham Bay
Mariners are advised that the yellow racing marks laid in Hayling Bay have been repositioned and two additional marks have been established, including one in Bracklesham Bay. New positions and characteristics of lighted marks are as follows:

07/11 East Head Anchorage
1. Mariners are advised that the navigation buoys demarcating the starboard side of the Chichester Channel and the northern limit of the East Head anchorage have been moved as follows:
EAST HEAD SPIT (Fl(4)G.10s) moved approximately 50m NE to: 50° 47´.454 N, 00° 54´.820 W
SNOWHILL (Fl.G.5s) moved approximately 40m NNW to: 50° 47´.520 N, 00° 54´.340 W

2. Mariners are requested not to anchor north of a line drawn between these two buoys.

13/11 Depths Chichester Bar and Approach Channel
1. Mariners are advised that a bathymetric survey of Chichester Bar and Approach Channel undertaken 17 November 2011 showed a least depth of 1.3m below Chart Datum.

2. Mariners are reminded of our standing advice that Chichester Bar is periodically dredged to 1.5m below Chart Datum. However through gradual accretion and after severe gales the depth can vary markedly and it is then prudent to assume a least depth of 0.8m below Chart Datum.
