2010-02-26 - LOCAL NOTICE TO MARINERS NO.8 OF 2010

REMOVAL OF ELECTRICITY PYLON LANGSTONE

1. Mariners are advised that work will commence Monday 1 March 2010 to remove the electricity pylon situated between the Hayling Island road bridge and the remains of the old Hayling Billy bridge, at Langstone in Chichester Harbour.

2. The timetable includes the following key events:
Tuesday 2nd - Dismantle conductors and cables
Wed 3rd and Thur 4th - Intermediate poles removed
Friday 5th - Drop Pylon
Weekend 6 & 7th - Remove pylon legs

3. Following completion of this work the concrete foundation pad will remain in place. This structure stands proud of the seabed by approximately 18 inches and will be protected by an unlighted isolated danger mark, in approximate position: 50° 50´.04 N, 00° 58´.84 W.

4. Mariners are advised to avoid this area during the course of this work, or to proceed with great caution.

2010-02-25 - LOCAL NOTICE TO MARINERS NO.6 OF 2010

NEW BUOY ESTABLISHED EASTOKE POINT 

1.         Mariners are advised that a new port Lateral buoy has been established adjacent to Eastoke Point on the western side of the harbour entrance to guide vessels around the shingle spit that encroaches into the harbour at this point.

2.          The new buoy is centred on position:

 50° 46´.68 N, 00° 56´.11 W, and displays the characteristic (Q.R.)

3.         The light on the old Eastoke Beacon (Q.R.), inshore of the new buoy, will be removed when conditions allow.  Mariners entering the harbour should keep both navigational aids to port.

STOCKER BUOY REPOSITIONED

 

1.         Mariners are advised that Stocker (Port Lateral, Fl(3)R.10s) has been moved approximately 20m in the direction 120° T, to the new position:

            50° 47´.454 N, 00° 55´.522 W

2.         Mariners are reminded that depths in the Chichester Channel are subject to change and the buoys are moved accordingly.

2010-02-24 - LOCAL NOTICE TO MARINERS NO.5 OF 2010

NEW BUOYAGE ARRANGEMENTS AT SANDHEAD

 

1.         Mariners are advised that following bed levelling work on the Sandhead bank, the aids to navigation have been reorganised as detailed below.

2.          A new lighted buoy Snowhill has been established in position:

 50° 47´.500 N, 00° 54´.330 W.  (Fl.G.5s)

3.         Three buoys have been moved to the following new positions:

            Sandhead 50° 47´.668 N, 00° 54´.247 W. (Fl.R.10s) new character

            Copyhold  50° 47´.506 N, 00° 54´.935 W. (Fl(4)R.10s) now lighted

            East Head Spit  50° 47´.430 N, 00° 54´.840 W.

4.         NE Sandhead has been discontinued.

5.         The least depth on Sandhead bank is now 1.9m below Chart Datum.  Mariners  requiring deeper water are advised to keep to the southern side of the channel passing close to the new Snowhill buoy.

2010-02-16 - LOCAL NOTICE TO MARINERS NO.4 OF 2010

BED LEVELLING – CHICHESTER HARBOUR

1.         Mariners are advised that bed levelling operations on the Sandhead bank, will cease Thursday 18 February; cancel LNTM 2/10.

2.         A bathymetric survey will be undertaken week commencing 22 February, to confirm final depths before repositioning navigation aids and the issue of a further LNTM.

3.         A limited bed levelling operation will be undertaken on Chichester Bar Wednesday 17 February by the 16m Tug Adurni, which will monitor VHF channels 14 and 16.

4.         Mariners are reminded that the Tug Adurni will be restricted in her ability to manoeuvre, and will displays the lights and shapes prescribed by the collision regulations.

2010-02-12 - LOCAL NOTICE TO MARINERS NO. 3 OF 2010

DREDGE AND BENEFICIAL DISPOSAL

  1. Mariners are advised that a maintenance dredge of Sparkes Marina will commence Monday 15 February 2010. 

  2. Dredging will be undertaken by the 22m backhoe dredger Witton Two, which will be towed to site by the 19m tug Wilgard.  Dredged material will be transported to the disposal site by the 42m split hopper barge Split Two.

  3.  All vessels will display the lights and shapes required by the collision regulations and maintain a listening watch on VHF Channels 14 and 16.

  4.  Dredged material will be released at the Treloar site in the harbour entrance in position:  50° 46´.895 N, 00° 56´.050 W.  Disposal of dredged material will take place during the period HW –6 hours to HW –2 hours and will follow the tides through the full 24 hour period.  A proportion will also be disposed of at the Nab Tower Spoil Grounds.

  5. Mariners are requested to give these vessels a wide berth in the confined waters of the harbour entrance and in the channel leading to Sparkes Marina.

  6.  These works are expected to continue for four weeks; cancel this LNTM 15 March 2010.

2010-02-08 - LOCAL NOTICE TO MARINERS NO. 2 OF 2010

BED LEVELLING – SANDHEAD BANK

  1. Mariners are advised that bed levelling of Sandhead bank, located northeast of the East Head anchorage, is due to commence Wednesday 10 February 2010. 
  2. Bed levelling will be undertaken by the 16m Tug Adurni, which will monitor VHF channels 14 and 16.
  3. Work will be undertaken on ebb tides, throughout the 24 hour period, and will continue for a period of one week.
  4. Adurni will be restricted in her ability to manoeuvre, and will displays the lights and shapes prescribed by the collision regulations. Mariners are requested to give this vessel a wide berth.
  5. A further notice will be issued on completion of these works.

ALL OTHER NOTICES TO MARINERS ARE HEREBY CANCELLED


2/00 Chichester Harbour - Speed of Vessels
Attention is drawn to the speed limit of 8 knots which is in force for the whole of Chichester Harbour. Attention is also drawn to Chichester Harbour Byelaw No. 4. Maximum fine - £2,500. ‘The Master of a vessel navigating the harbour shall navigate the vessel with care and caution and in such manner as shall not cause annoyance to the occupants of any other vessel or cause damage or danger to any other vessel or to any moorings or other property'.
Vessels navigating within mooring areas shall take particular care to comply with Byelaw No. 4 by:
a) reducing their speed so as not to cause undue wash;
b) not overtaking in mooring area fairways, if such overtaking action shall place the two vessels abreast of any vessel or vessels navigating the fairway in the opposite direction;
c) furling spinnakers in plenty of time in adverse weather conditions, before reaching the moorings - this is particularly applicable to large vessels, which should be under power at busy periods;
d) using the main channels and not navigating between the lines of moorings, whenever possible.

3/00 International Regulations for Preventing Collisions
Under Byelaw No. 10, these regulations apply to the harbour and to vessels navigating therein. The maximum fine for contravention is £1000. Because of the considerable traffic in the harbour, mariners are to pay particular attention to:-
a) keeping to the starboard side of the channel
b) reducing speed and if necessary altering course in plenty of time if the giving way vessel;
c) if under power and sail displaying a black cone point down.

4/00 Prohibited Anchoring
Anchoring is prohibited in or near mooring areas or in the vicinity of navigation and racing marks. Vessels are not to anchor in the centre of channels and are to exhibit a black ball or white light. Vessels are not to be left unmanned at anchor for periods of more than four hours (Byelaw No. 12).

5/00 Improper Use of Distress Signals
In the interests of safety the attention of all yachtsmen and other harbour users is drawn to Chichester Harbour Conservancy Byelaw No. 23. Persons wishing to organise firework displays etc. within the harbour are advised to seek permission from the Manager and Harbour Master, Harbour Office, Itchenor, who will in turn advise Coastguards, Police, Rescue and other interested authorities of any approval which may be given.

4/02 Kite Surfing - Chichester Harbour
Kite surfers are advised that they may be directed, under Sections 4 and 89 of the Chichester Harbour Conservancy Act 1971 and Section 52 of the Harbours Docks and Piers Clauses Act, to stop kite surfing within the limits of Chichester Harbour, by Officers of the Chichester Harbour Conservancy.
It has been assessed that kite surfing is incompatible with the safety and enjoyment of the other 9,000 vessels which regularly use Chichester Harbour.

3/05 Reduced Depths in East Head Anchorage
Mariners are advised that continued accumulation of sand along the north shore of East Head has reduced depths in the East Head anchorage.
East Head Spit Buoy has been moved 20 metres north to a new position: 50° 47´.409 N, 00° 54´.898 W. (WGS 84).
Mariners are further advised that the eastern edge of the Chichester Channel from the entrance to Snowhill Creek to Ella Nore Spit has become shallower and subject to shoaling.

2/06 Safe Use of Tenders
Chichester Harbour Conservancy recognises that persons using tenders are responsible for their own safety but it is concerned that some may be taking unnecessary risks. Chichester Harbour Conservancy recommends that: 1) all persons in tenders wear lifejackets; 2) tenders are not overloaded; 3) weather, sea and tidal conditions are properly assessed; 4) tenders carry a torch at night; 5) tenders carry a means of summoning assistance; 6) tenders are not used by persons under the influence of drink or drugs.

13/08 Installation of New Navigational Beacons in the Approaches to Chichester Harbour
Mariners are advised that work to replace and reposition the beacons marking the approach to Chichester Harbour is now complete.
1) The old West Pole pile has now been removed.
2) The new West Pole and Bar Beacons are both operational as follows:
3) West Pole Beacon in position 50º 45´.45 N, 00º 56´.59 W, a tripod structure topped with a red can, designated as a port hand mark. This beacon displays the light character Fl.R.5s14m7M.
4) Bar Beacon in position 50º 46´.023 N, 00º 56´.380 W, a single pile surmounted by a red can, designated as a port hand mark. This beacon displays the light character Fl(2)R.10s10m4M.
5) Both of the old beacons have now been removed.

4/09 Formation of a Shingle Spit North of Eastoke Point in the Entrance to Chichester Harbour
Mariners are advised that the shingle beach on Hayling Island immediately north of Eastoke Point in the entrance to Chichester Harbour periodically forms a spit that extends into the channel. This spit now extends into the channel beyond the transit of West Pole Beacon and the Bar Beacon and mariners transiting the area are advised to give Eastoke Beacon a berth of 75 metres.

6/09 Navigational Buoys - New Positions
Mariners are advised that Fishery and Stocker navigational buoys have been moved as follows:
a) Fishery (South Cardinal, Q(6)LFl.15s) has been moved approximately 80m in the direction 245°T, to new position: 50° 47´.380 N, 00° 56´.066 W
b) Stocker (Port Lateral, Fl(3)R.10s) has been moved approximately 150m in the direction 275°T, to new position: 50° 47´.459 N, 00° 55´.537 W.
Mariners are reminded that depths in Chichester Channel are subject to change and the buoys are moved accordingly.

18/09 Vessel Landed Waste Reception
Mariners are advised that reception facilities for vessel landed waste are located at, or close to, all mooring areas and marinas within Chichester Harbour.
Chichester Harbour Conservancy administers a Port Waste Management Plan on behalf of all waste facility providers in the harbour and this document can be viewed at www.conservancy.co.uk
This document details the location and types of waste collection facilities including recycling facilities. Any enquiries relating to waste facilities should be directed to the local mooring provider or to the Harbour Office. It is a serious offence to discharge waste at sea or into harbour waters.

19/09 - Reduced Depths Chichester Bar
1. Mariners are advised that a bathymetric survey of Chichester Bar undertaken 9 December 2009 shows a least depth of 1.2m below Chart Datum.
2. Mariners are reminded of our standing advice that Chichester Bar is periodically dredged to 1.5m below Chart Datum. However through gradual accretion and after severe gales the depth can vary markedly and it is then prudent to assume a least depth of 0.8m below Chart Datum.
